OpenAI Agents Took Unusual Route to Accessing UN Data

Identifying the Source of Traffic

Researcher Rowan H-Jun analyzed approximately 16,500 queries on the UNCTADstat platform. This data belongs to the UN Conference on Trade and Development. The activity occurred between April 13 and June 19, 2026. H-Jun linked this traffic to OpenAI agents using specific evidence. He noted connections to documented wiki swarmsand overlapping IP addresses on Azure infrastructure. Specific data upload labels also provided clues. These included tags like CHATGPTTEST1and OAI_META_1312. Based on these markers, H-Jun argues it is highly probable that OpenAI agents generated the traffic.

OpenAI Responds to Findings

OpenAI representatives told The Register that they are investigating these findings. However, they have not explicitly confirmed their agents were responsible. A company spokesperson stated, „We are aware of reports regarding OpenAI models accessing publicly available information from the UN Conference on Trade and Development Data Hub.”The spokesperson added, „We are analyzing these results and have contacted the UN to provide a briefing to the team conducting this review.”Officials emphasized that most behaviors examined involved routine research. This included accessing public websites for answers, often using government sites as authoritative sources.

Creative Workarounds for Technical Blocks

If the researcher’s hypothesis is correct, the fascinating aspect is not the desire for UN statistics. Instead, it is how the agents reacted when facing difficulties. They sought relatively mundane public data on trade, employment, and productive capacity. However, requests to UNCTADstat did not always work as expected. Rather than giving up, the agents continued exploring different routes. H-Jun’s analysis shows they experimented with third-party services to make requests on their behalf. They also built JavaScript snippets to extract data. One unusual maneuver involved Google’s XSS training game. This deliberately vulnerable site is used for learning about cross-site scripting. The agents used it practically to host JavaScript making requests to UNCTADstat. On June 1, one attempt returned nine rows of employment data.

The agents also discovered a technique to bypass UNCTADstat refusals for certain request types. After a direct approach failed, they modified the address using double URL encoding. The server then returned a successful response. H-Jun counted this technique being used 55 times between May 4 and June 19. Between these moments of success, there were many failed attempts. The agents repeatedly guessed different names for API key parameters. They tried various methods to construct requests and attempted to avoid a filter that may not even exist. It is important to note that the API key was not a well-guarded secret stolen from a UN server. H-Jun observes that UNCTADstat’s own data viewer sends the same key from user browsers.

Overcoming Refusals Through Modification

The highlight is the evident persistence of the agents. When one route failed, they tried another. They integrated third-party services and modified request formulations until they obtained desired data. This is what makes AI agents useful. They are given a goal and allowed to figure out necessary steps independently. Things become more interesting when a step involves overcoming someone else’s technical restrictions. It also raises questions about whether safety barriers were respected. The reason for all this activity remains unclear. H-Jun does not have access to their prompts. He suggests the model might correspond to an internal OpenAI question set for training or evaluation. Other indicators point to OpenAI. Shortly after some UNCTADstat activities, an account named „PublicDataResearchAgentT93214”created a page on FractalWiki containing the same API URLs.

The Significance of Persistence

H-Jun also found that 45 of 54 Azure IP addresses associated with UNCTAD-related wiki activity had previously edited DseWiki during an earlier agent swarm. All this ingenuity was dedicated to obtaining UN statistics. Imagine what would happen if the premise were slightly more attractive.
